Is the Lottery Legal in Delhi?

Currently, no. Despite it being the country’s capital and one of the most progressive places, there is no legal lottery in Delhi – be it online or offline. There are two primary reasons.

Firstly, Delhi is among the 8 Union Territories that are administered and controlled directly by the Central Government of India. Thus, the Lotteries (Regulation) Act 1998, which gives individual States the power to form their own laws regarding permitting or prohibiting lotteries technically stands null and void here (as it is in every other Union Territory of India).

This leaves the Central Government with the responsibility of permitting or prohibiting lotteries in Delhi. But, making an exception for the city might set the wrong example for the other States and Union Territories.

Secondly, you might wonder how it is possible that Delhi has a government of its own. Well, Delhi is a Union Territory with a legislature. It has its own assembly, MLAs, and even a Chief Minister. But, unlike the States, it doesn’t have an Upper House. The Center-appointed Lieutenant Governor makes the final decisions.

In other words, Delhi enjoys partial statehood. Therefore, the Lotteries (Regulation) Act 1998 is and is not applicable to it at the same time. Moreover, if we are to go by the Delhi Public Gambling Act 1955, the term lottery has been excluded from the definition of ‘gaming,’ which does not make playing it a punishable offense.

Leveraging these ambiguities and loopholes, Delhi did come up with its own government lottery system earlier. However, presently, it has been banned because of the obvious societal threats it poses.

The price of State Government lottery tickets will remain the same even if they are sold in Delhi. The answer is both yes and no.

You cannot buy the lottery ticket online in Delhi to a draw organized by a State Government if the law does not permit the sale of the same. In fact, you cannot buy such tickets offline as well.

However, certain authorized sellers of permitted Government lotteries sell tickets online, which is a criminal offense but still falls in a gray area. I dare say, this is nearly legal.

Where Is the Lotto Delhi Office?

What Happened to the Delhi Government Lottery?

As mentioned earlier in the article, Delhi used to run a lottery program. However, the Delhi Government Lottery was banned in 1995 following a series of fake lottery rackets busted by the Delhi Police in association with a team of crime branch officials in 1993-94.

However, in 1999, the Delhi Government contemplated lifting the ban partially due to lack of an appeal for a stay on it. By then, the Supreme Court of India had already outlawed single-digit lotteries. The Delhi Government wanted to revive its double and triple-digit lotteries considering the associated jobs at stake. But it never happened.

Then again, in 2003 talks surfaced about reintroducing paper as well as online lotteries in the city. A major reason was neighboring Haryana’s access to online lottery, which would eventually tempt Delhiites to travel to Gurgaon and Faridabad looking to play it.

Playing the lottery was then legal in Haryana. But the Delhi Government’s plan went out the door when this gambling activity was banned in Haryana. Lottery in Delhi has remained outlawed ever since. No daily draws, no bumper lotteries. Absolutely nothing.

Can I Play the Delhi Dhamaka Lottery?

The Delhi Dhamaka lottery is a single-digit lottery, which is also a variant of the satta matka gambling game popular in India. Therefore, it has been outlawed nationwide. If you are caught playing it for real money or material things in Delhi (or anywhere else in the country) you would be fined and jailed.

Can I Play the Delhi Darbar Lottery Legally?

No, you cannot play the Delhi Darbar Lottery legally. It is a satta matka game and hence, a single-digit lottery. All such lottery forms have been outlawed in India, no matter how popular they are.

Plenty of sites on the web publish the Delhi Gali Lottery Result regularly. You can simply visit them and check the outcome of not just this lottery, but a host of other draws as well. The list includes Satta King, Super Delhi Satta, and the likes.

All of these are variations of the satta matka game. Now, you must remember that playing satta lottery in Delhi is illegal. The sites that publish the outcome are illegal, too. The results you see on them might not be accurate or valid. Even if you win, claiming the prize and getting the money could land you in a legal soup.

Which Is the Biggest Lottery in Delhi?

Delhi does not have a government lottery of its own. Currently, Punjab is the only State with legal lotteries that permit the sale of tickets in the city. Therefore, the biggest lottery in Delhi is the Dear Maha Shiv Ratri Bumper Lottery, which is also the biggest in Punjab. The first prize is a whopping ₹5.25 Crore awarded to one winner. The minimum prize is ₹1000.

Can I Play Sikkim’s Playwin Lottery in Delhi?

You can no longer play Sikkim’s Playwin Lottery in Delhi because it has been discontinued. You cannot play the Sikkim lotteries currently available as well because the sale of tickets in Delhi is not permitted.
